DISCUSSION OF EU “ERASMUS + KPI4HE” PROJECT AT GAVAR STATE UNIVERSITY

On April 9, 2025, a discussion of the draft NF-KPI concept developed within the framework of EU “ERASMUS + KPI4HE: ”Establishment of National framework of Key Performance Indicators for good governance and quality towards inclusive, digital and green oriented higher education in Armenia” (KPI4HE) project took place at Gavar State University.

GSU working group presented proposals on the key indicators of activity defined in the “Education, Science, Mission” and other directions. Rector of GSU, Doctor of Law Ruzanna Hakobyan noted the importance of the key indicators of activity being in line with the strategic goals of the development of the higher education system of the Republic of Armenia. It was also noted that it is necessary to clarify the key indicators of activity, provide them with content and methodological justification, provide organizational support, develop and implement a mechanism that would make it possible to record, monitor and analyze the indicators, and take measures aimed at their improvement, comparing them with international standards, taking into account advanced experience and the peculiarities of the higher education system of the Republic of Armenia.

Key performance indicators should be defined as a result of a comprehensive study and become a reality as indicators of performance effectiveness, ensuring results-based work. And the national framework to be adopted will enable more systematic collection, analysis and application of data, contributing to the identification and resolution of existing problems in the education system.

The availability of measurable indicators at the national level can also contribute to the efficiency of university management by offering more effective mechanisms for strategic planning and resource investment.

In conclusion, it was noted that the adoption of a national framework of key performance indicators in the higher education sector is important on the path to sustainable development, ensuring accountability and continuous improvement, contributing to the clear formulation of educational outcomes and their achievement, and the effective functioning of the education system.
